Challenge:

The Maryland MVA seeks to continually improve driver safety and administrative efficiency. The organization was interested in leveraging its Web presence to accomplish these goals, specifically by providing Maryland residents with an online tutorial with which they could prepare for the written driver’s exam. To make this happen, subject matter experts at the MVA had to overcome the following challenges:

• Create, manage and deliver graphical and text-based test materials online with little or no developer support
• Enable the delivery of test content in English and Spanish
• Provide a mechanism for timing and scoring tests and monitoring results
• Minimize cost and effort of tutorial development

Solution:

The MVA’s main Website runs on the SiteExecutive CMS from Systems Alliance. SiteExecutive is based on an architecture which supports the development of custom modules – these can be thought of as Web applications that extend the content management functionality and include components such as a search engine, profile directory and form builder.
MVA personnel contacted Systems Alliance about developing the online tutorial as a SiteExecutive custom module. This would make it possible for MVA staff to manage and update the online exam without additional programming or technical support.

Fashioned after the driver’s law test exam, the online tutorial presents 20 randomly selected questions, each consisting of an illustration of a driving situation with multiple-choice answers. The test is offered in two formats: a 15-minute timed version, which simulates testing conditions or an un-timed version, which immediately denotes whether an answer is correct, and indicates where in the Maryland Driver’s Handbook the correct answer can be found.
